Biography:
1. Thomas Carter (3) was employed as a casual Labourer earning 2/8d per day in the Engineers' Department, and was first employed by the Board on the 9th September 1815. He was an 18-year-old bachelor living in Waltham Abbey (WO54/516 dated the 19th February 1816).
